Black friday sale - Account unlock ships, or only for one character in the account?

According to the rewards page: http://www.arcgames.com/en/games/star-trek-online/rewards
The top of the page states that:

Tier 4 - 10000 Zen Charge Reward - 1x T5 Regent-class Assault Cruiser (Unlocks for account)
Tier 5 - 20000 Zen Charge Reward - 1x T6 Hestia-class Advanced Escort (Unlocks for account)

but if you actually click on the claim Tier 4 and Tier 5 rewards it states that:

Purchase at least $100 worth of Zen during the promotion and acquire a T5 Sovereign-class Assault Cruiser for one character in your account!

and

Purchase at least $200 worth of Zen during the promotion and acquire an R&D pack and a Hestia-class Advanced Escort for one character in your account!

So which is it? Because I am not dropping $100 nor $200 dollars just to get the ship on one toon in my account. I need confirmation please from someone at Cryptic. Also, do we get the R&D pack as well as it states in the claom Tier 5 rewards?

It's a bait, don't fall for this. The entire promo is a hoax to pour more cash flow in, although the 25% discount all across the board is nice.

you claim on 1 character and then it unlocks on account.

also you only need to spend $220 for both ships.... $200 will net ya 28,000 reward points. then spend $20 for 2k+ reward points to get the T5 ship.

Outside of some posting they got rewards, I would tend to believe this since I got jack TRIBBLE this past holiday after spending all that money!
