Do each toon on an account or just 1 is needed to claim the day 1 freebie (suit and dress coat style outfits) and it unlocks it for all toons on the account? Didn't find it saying whether or not it does?
Pretty much all zen store unlocks are account wide, even if some things like certain outfits are restricted by faction. Any items that are not account wide are generally clearly marked so.
Every other time they gave us C-Store costumes, they were. I already had this one, so I can't give you that last hundredth of a percent, but why would they change that?

One character claims the outfit from the promotions tab in the c-store and this unlocks the outfit for the account. My fed claimed the outfit and which now shows as "already purchased" for my klingon and romulans.
Another hint is: check whether a giveaway is in "promotion" or in the normal sales tab ("appearance" in this case) but with a 100% discount. The latter always are the normal versions as described, so almost always account unlocks, while for the former a closer look is advised (most are also accounts, but things like special R&D stuff, XP boosts or Spec points tend not to be. Then again, we had 2 spec points per toon giveaways in the past)
