What? He didn't want you to gift him the items, he wants a console with sector speed boost to be introduced, which is silly, regardless. You spend less than 5% of your gameplay time cruising around the space map, unless are on a mission. Even then, it's kind of a waste of console slots, and very tedious to swap loadouts. Get yourself the Vesta pack or 200k FC Oddy - faster quantum sleepstream; borg engines, diplo immunity, and skill bonus trait for cruise speed. Also, dyson warp core, but heck, that's a huge investment for such an effort.

Or you have one ship that's exclusively for Tour the Galaxy kitted out with SecSpd stuff and another that you use for everything else. I know it's hard for you to understand but not everything needs to be, "DO ALL THE DPS!" all the time.

How do you justify such an investment? What is the purpose? The Tour the Galaxy mission? Well you could do more in the meantime being parked in front of an exchange console than wasting 30 minutes of your life on speedrunning the space map. Tossing my 2 cents in.
I'm not sure what bug you have but my trays and traits don't all magically reset when I swap ships, and I swap several times usually per login.
I justify it because it's free EC. I don't have to play the exchange game any more than I already do and it's actually fun to try and beat your previous run. It's also what...15 minutes out of your total play time? I'd rather spend it doing something fun then endlessly toggling through exchange screens. But that's my 2EC.
AFAIK, it's only when you get a new ship and never used it until now that you need to replace your abilities in your trays. Once you've done it once on each ship, they won't need to be moved again.

Or un-drydock a ship, but the warning popup states it'll clear it all when you drydock it in the first place. This is why I'm confused at his issue with them "resetting". It just doesn't happen unless you've got some weird bug so it's perfectly reasonable to have a specific ship for certain things, like TtG, and then have your other ships for more normal play because it's all saved and even a free player has a decent amount of active ship slots to have specific ship builds.

Yeah. Trust me, if loadouts would magically disappear upon changing ships, I'd be all over Cryptic. There was once a rather moronic issue, where ALL loadouts got screwed up below ANY ship you just discharged (crazy fixed entry points into the database and all that), but they finally hired someone, back when, to fix that.
Hey OP, if you want to know what canon Warp feels like, remove your Warp Core! STO warp is many, many, many times faster than canon!! Regardless you only need the Assimilated Engine or Temporal Core to be doing 22+. Enough with the instant gratification requests already!!!
