  The T'Laru can use the Drones, but you must own a Scimitar variant to unlock them for purchase.
  
  Not sure why the T'Laru doesn't also unlock them, but that's how they did it.

  Not having a Scimitar pack purchased is insulting for romulan players to begin with. The only reason to choose this faction over Fed.
