Hello all, here is my new Fleet Archon Intel Cruiser build. I only PVE but still like to melt things as quickly as possible, while being able to take a punch in the face occasionally too. That's what I've tried to accomplish here. Please tell me if I'm way off or if there is something that will enhance phaser damage even more.
Main points:
Phaser damage, boosted by as many sets as I can cram in.
Use of some exotic damage abilities, as supplied by the sets.
Minor tanking for the occasional hard hitting enemy.
Aux to Dampeners for maneuverability.

Transfer Shield Strength is a decent shield heal, but I personally like to have at least one copy of Science Team available since it clears a number of irritating debuffs/status effects, mostly things that jam sensors or confuse you.
I have some doubts about the utility of Reciprocity on a cruiser since I hardly ever see a "miss" notification pop up over my ship, but I hear it's quite powerful if it works for you.
I always keep a copy of Science Team on hand to switch to when I have an enemy like that. Hirogen, for example. As for Reciprocity, I don't have any very "scientific" studies, but it gets my Tactical Team and FAW to global cooldown pretty routinely without the use of DOFFS, so it at least SEEMS like it's good, performance wise.

If you go with the KT torpedo, then I'd also swap out the temporal disentanglement console for the Counter-Command Multi-Conduit Energy Relay, which will boost all your weapons and pick up the 3-peice set bonus giving you the super turret mode.
I'd also tend towards the 4-peice Iconian resistance ship gear. It's boring, repetitive, and everyone uses it, but that's because its damn good for directed energy builds.
