So most of us are aware that the Borg are a shadow of their former selves. What would you do to help the Borg to reclaim their place as the baddest of the bad? You can do this for just STO or for Star Trek as a whole.
In STO I think I would remove all Borg cubes from the game that are currently in missions and replace them with Spheres. I can accept beating spheres easily but cubes should be much harder to beat then the game makes them. I think Borg Cubes should be handled the way the Crystalline Entity is handled in that it takes lots of ships to beat one.
I think a mission that has us defending a planet or space station from a Borg invasion might be fun. Borg ships will transwarp into battle in waves and try to assimilate the planet/space station. We have to defeat the ships before they can do this. This will be done by the player ships along with a number of NPC Federation ships. These NPC Fed ships will have an assimilation bar so if you don't assist them then they will get assimilated and turn into enemy ships.
Once the waves are done a cube shows up and starts really tearing into the space station/planet an NPC ships. The planet/ space station will also have an assimilation bar that we have to keep an eye on through out the entire fight. If this bar becomes full then the space station/planet is assimilated and we fail but we will then have to attack and destroy the station/ planet in order to defeat the Borg. While this will complete the mission it is not the outcome we want and will award less loot. The goal is to save the station/planet.
Beaming ground forces over will slow the assimilation of the ships, planet/space station but you have to lower shields to beam troops over.
As for fixing the Borg in Star Trek as a whole. I think it should be written that they were able to send some of the information from Future Janway's mind to the rest of the collective before the Transwarp hub was destroyed. So while the Borg can't move around as quickly as they once did they now have some limited knowledge of a few future technologies that make them much stronger then before.

Personally, I think the Borg Collective's rule is at an end and the future of the Borg lies with the Borg Cooperative.
1. Leave Borg Probes alone, but consider adding Tractor and Regeneration Probes as randomly selected Frigates alongside Probes
2. Replace Spheres with cruiser level "Advanced Probes", with the skin and abilities of the Tractor and Regeneration probes, along with a couple extra powers, and probably extra weapons
3. The Spheres become battleships, add more weapons and/or (tactical) powers
4. Cubes become dreadnoughts, with the weapons, powers, stats, etc. of Tactical Cubes
5. The Tactical Cube is buffed and becomes the boss of Infected Space, thus being unique like the other bosses
6. Oh, and you might as well give all the Borg's shields the [Adapt] mod from the Elite Fleet Shields, cuz adaption
7. Toss on the set bonuses from the Assimilated Borg Technology set (Borg Tractor Beam aside), and replace the standard Borg tractor beams with the Assimilated set version, as it's (presumably) stronger
Not so sure as to how to buff the ground forces, aside from:
1. Giving their shields the same [Adapt] modifier as their starships, allowing their shields to slowly become resistant to certain damage types, slowly making remodulation less useful. I'd imagine the modifier in question would ideally apply to their standard Drones as well, even if they don't have shields.
2. For the hell of it, add more variety; Worker Drones randomly in place of standard drones, Medical Drones in place of Tactical Drones, and throw in Maintenance Drones as another lieutenant alternative, equipped with the Borg Shield Neutralizer along with some supportive powers, perhaps the Borg shield generator. Add Heavy and Elite versions as possible Commanders and Captains, with even more abilities. You don't even need new graphics of any sort for these; existing drone models, and the model of the Borg shield generators from Defera Invasion Temple Hard Mission, would all work fine.
That's all I got, we literally wouldn't even need new missions, just buff the Borg themselves, and the existing missions would suddenly become more challenging and, hey, Cubes are actually really powerful to the point that taking one on solo is nuts.

All they can do is 'delay the inevitable'. They can throw some more shield and health HP on them like in Delta Rising, but that just makes the fight longer and more tedious. There's no innovation or improvement of threat the Borg NPCs pose, and only punishes newer players/characters even further who don't have the combination of skill and gear to instantly annihilate them like veteran level 60 characters do on a routine basis.
The Borg's greatest weakness was turning them into just another regularly appearing foe. It is hard to fight that kind of continuity inertia when a single undersized starship is able to fight its way past entire fleets of them.

No, I do not want to have a Borg expansion.
What I DO want is the Borg in Space PvE to have adaption abilities, like they do on the ground. Force captains to equip a device (or console) that will rotate your weapon's frequency, just like the ground. Sure, it'd make Borg queues more tedious... but, that is how it should be. I just ran an ISA today and barely fired a shot, because the PUG team was ROFL-stomping the queue. It's been the norm for a while, and it's boring.
As for fixing the Borg in canon... retcon Voyager as Janeway's fever dream.

The first would at best send drones to acquire the technology, then destroy opposition like outposts and ships. The latter could simply introduce nanites to a planet's or ships ecosystem/life support and only send drones once everything is done and their silly skeleton vampire castles need to be built.

You open both, leaving the Bulwark in your vast masses of starships as you jump into the bugship and deck it out, deck by deck, into the most awesome Jem'Hadar ship you can. You fly it. You enjoy it. Eventually, you get bored and leave, leaving the old Bulwark never flown... until later. Your main is long complete. Your new alt main, based off some character you pulled out of nothing just to explain away some starship being in service without the command of your dear admiral, is also complete. Mostly. Their reps and doffs are hard at work, getting you stuff. You realize the potential, and head back for your dear admiral, pull the most Voth themed build you can out of thin air, and suit up in your giant ship in the shape of you know what.
