Yeah, I guess he was not popular enough to keep around in the main area / promenade. Maybe his recipes caused players to become sick so he was relegated to a less popular area of the Winter Wonderland.
Typically, after doing Cones of Conduct, I would eat some pies, queue up Winter Invasion, and if I had the time I would do a recipe run.

It's Neelix: we should be happy that he didn't accidentally kill half the player-base while trying to boil an egg.
And yeah, he's up in the Gingerbread Village. While having to hear him scream "HAPPY HOLIDAYS!" over and over is a pretty steep price, he's a pretty good source of Christmas currency items.
Thanks, I thought they just removed him. It was my first winter event in 2014, so I guess I assumed it was the norm. It's kinda lifeless without him in the center though.
