I spent over 1,000,000 dilithium on this Pheonix Prize Pack and not even a single Ultra Rare or Epic Rare item shows up. This is extremely Bogus. Spending that much dilithium, I should have gotten atleast one or two of these items.

I would observe that such "prize packages" are always a ripoff. You're "buying a pig in a poke", (in this expression, a 'poke' is a big canvas bag, like a gunny sack). You don't know what you're going to get, or not get. And such packages, whether they're called lockboxes, gachapons or whatever, are a major profit source for MMO companies.
Really, the only solution is to exercise iron self-control, and just not buy the damned things.

that's like 250 packs, if my calculations are correct. I'm not sure what the probability for an ultra rare token is (probably less than 0.5%), but in no shape of form does a probability guarantee a hit. Since you can upgrade your tokens you should be close to one ultra rare token anyway.
You wouldn't go around claiming the lottery screwed you over because you bought a million dollars worth of lottery tickets and didn't win it back. Same applies here.
actually the tokens can not be upgraded, only down graded. The only "upgrade" that is possible is if you turn in 10 uncommon tokens for a phoenix box. which you could conceivably only get 1 uncommon token in doing so. Pretty much not worth doing it that way.
