So on Xbox the scam spammers can keep on spamming after being reported constantly and the gamer tag blocked yet I say one thing and I get flagged as a spammer and can't chat for 24hrs while they are still spamming. Like WTF.
Just because others breaknow the rules doesn't mean you are allowed to. If what you did breaches the rules cop it on the chin and comeback wiser in 24 hours
Somewhat more seriously, the spammers DO get their account banned. But it is a F2P game so it costs them nothing to create a new one. They are there to spam so they don't care about losing progress.
Which does nothing to excuse you breaking the rules.
Fun fact: reporting a scammer/exploiter to PWE never works, they will just temporarily ban you from the chat/game for being a stubborn person who actually realized Cryptic is not interested in catching the gold seller pokemons as they can't figure out how.
Solution: don't file reports, unless super urgent and related to your account.

This fun fact could be more fun if it was actually a fact, and it was more fun.

I report spammers, abusive language, and AFK'ers and I've never even had a ban or warning!
"You don't want to patrol!? You don't want to escort!? You don't want to defend the Federation's Starbases!? Then why are you flying my Starships!? If you were a Klingon you'd be killed on the spot, but lucky for you.....you WERE in Starfleet. Let's see how New Zealand Penal Colony suits you." Adm A. Necheyev.
Ya know, it's actually fun being a "fly-on-the-wall" around here at times.
The quantity of 'personal drahma' makes for interesting light reading.

The game has filters in place that automatically issue suspensions when certain words or phrases are used. The first time you do it, you should receive a warning and the second time it triggers automatically. Linking web sites can trigger it (even legit ones) as can using the name of known gold spammers.
The funny thing is, the Spammers know this and they work around it. The only people ever actually caught in this system are people just trying to play the game. This is just something that will always exist in STO since the game has no rules and is not moderated. If you got caught up in it, all you can do is serve the suspension, they really don't care either way.
The only way around this would be for Cryptic to actually monitor the game and have people take action which we all know will never happen. The only interaction Cryptic wants with you or anyone else is when you are putting in your credit card number.
To the repliers,
Since you havn't got a penalty for spending your time on nothing, did the CULPRIT of your problem get it? Right, no. I've had to report on numerous occasions and guess what, the game is full of gold spammers, queue botters, and generally full of scum. And the ones you file reports for have a slight chance of actually being banned. Don't compare this game to a Blizzard product or something, this is my point. Contact support for your account issues only.
Well, I started playing about 5 years ago, perhaps a bit less, and I have my veteran rewards level maxed, so I have been active as a paid sub for a fair bit of that ~5 years. In that time I have been forum-warned once, and forum-muted for 24 hours once. And I have a big mouth, a really big mouth. So I'd say overall their policies are fairly lenient.
OP, it sounds like you were treated unfairly, and you have my sympathies, but as others have suggested, all you can do is cowboy up and carry on.
Steel you seem to lack a very basic understanding of how the gold spammers operate. Their accounts do get banned when people report them, but they are bot accounts & discarded when banned to be replaced by a new one, & it is virtually impossible to keep this kind of thing out of a F2P game such as STO & every MMO even subcription based ones has this problem to some degree, including the allmighty WoW.
Yep, SWTOR has it just as bad. They also harvest addresses to in-game email and sometimes whisper to you directly. gofarm1234 gets banned, gofarm1235 appears and gets back to work.
Anytime you have a free to play game where you can create as many accounts as you want, you will have gold spammers. I have never seen a free to play title that didn't have this problem.

Or stop breaking the rules, I suppose. But creating a new account might be more fun!
