Noob question about Winter event?

Ok, total noob question here! How on earth do I start the fastest race on ice? I've got close to the breen guy, and several other npc's nearby, but they won't talk to me. I've run round the track 3 times, I've talked to Q about EVERYTH|ING!! But nothing will let me start the actual race!! I'm L60 so that ain't the problem. Please help!

    Near where you beam in next to Q there is a Breen with the title Race Coordinator. speak with him to accept the race "mission", then go to the starter and when the prompt appears get his attention.
