  No each ship is restricted to its faction. Cross faction just means it has a ship for all 3 factions instead of ships of just 1 faction

  In general, no. The 31st Century Temporal Ships bundle is truly cross-faction - meaning all three ships can be used by any captain - but the other cross-faction bundles are merely one ship for each faction, each only usable by captains of their own faction.

  Still, having the other two ships is Cryptic trying to encourage you to create a character in those factions.

  The only true Cross-faction bundle is the 31st Century bundle since each ship is a cross-faction ship instead of having 3 ships from separate factions. Also, it is a far better deal since all characters on an account can use all of them.

  No, but you should create a captain in each faction to play the unique story episodes and fly their ships. The story arcs merge together after the first few, but those few are good.
