XB1 Duty Officer Store

Where can I find the store when I can purchase new duty officers for commendations marks or DC. I closed the menu in error when I completed a level and it popped up and I now cant find the npc to interact with him again. I am Federation.

    I think it's in the academy. in the smaller building near the back

    Thanks, one other question... How do I start On Deck Assignments under the Admiralty system? It sems to be permanently greyed out.

    Duh, just realised that on Deck means upcoming...
