Do you have to complete any holdings in order to beam to the interior of K-13?

As the question asks, I (and fleet mates both Fed and KDF sides) can get into the system map but no one can beam to the interior map. The holdings say nothing about having to complete anything like is the case for the fleet mine, but none the less nada.
Do like the fact you can take pot shots at passing asteroids though

Question answered, Cryptic dev announced the holdings need to be T1 complete before access to the interior is allowed.0
