Tholian Red Alert only rewarding Romulan Marks? [PS4]

The description in the PvE menu says it awards a choice of marks, but twice now it only give me Romulan marks. Is it broken?

    it should give you two mission rewards: one is romulan only. The other will be a CHOICE of Tholian or Fleet. At least on PC, assuming it's the same on console?

    There is a 20 hour cooldown on the Tholian marks. Also, you only get the Romulan (or Omega or other) bonus marks once every 20 hours.

    You can check the cooldown status in the PVE queue on PCs, possibly on consoles too.

    Consoles do not have fleet holdings, thus no fleet marks. Console also does not have Nukara or Omega reputation, thus the only "choice" left is Romulan marks.

    We also lack research and development, duty officers, or most of the T6 ships. The console release was not very well planned out and poorly executed.

    We have Romulan Republic, Dyson Command, Counter 8472, and Delta reputation. Missing the Counter 8472 armor outfit from the tailor though.

    That's too bad if you want to make a Tetryon build or get the Tholian visuals from the space set.

    They have not released the other content yet. And there are fleet holding in the works so cool your heals people the end of the world is coming yet.

    I think of it as a bit more "unfinished". It does smack to have these events, and for them to not be fully implemented. :(
