It can't really do much but wih some basic set up you can both take hits and do some damage.
8 beam arrays + 3 energy type appropriate tac consoles,1 neutronium armor, 1 rcs console and fill your remaining engineering & sci slot with whatever useful console you've got lying around. As for shields, deflector, etc, somethign mk apropriate will do until you've got reputation gear & other fancy stuff.
As for your boffs I'd say something like:
(ensign, lt, lt.cmdr, cmdr)
cmder engi: engineering team 1, reverse shield polarity 1, emergency power to weapons 3, auxiliary to structural inegrety field 3
lt.cmdr engi: emergency power to weapons 1, aceton beam 1, directed energy modulation 2
lt. sci: hazard emitters 1, sci team 2
lt. tac: beam fire at will 1, attack pattern beat 1
ensign tac: tac team 1
Mind you this is like a bare bones budget build wth lots of room upwards but a decent start for the great gear grind that awaits you once you tackle the reputation related stuff and the general post lvl 50 content.

@wasago02 No, the Star Cruiser cannot be upgraded to T5-U (similarly nor can the other 'free' ships you can get with a token such as Assault Cruiser).
You can get Fleet quality ships three ways:
With four Fleet Modules from your fleet's Shipyard (you need to join a fleet with the appropriate infrastructure for that);
With 1 Fleet Module + having purchased the C-Store version of the equivalent ship (you still need to join a fleet with the appropriate infrastructure); or
Directly buying certain 'fleet quality' ships from the C-Store, such as the T6 Flagships or the T6 Pilot Escorts.
Fleet quality (or even T6) ships are not essential to play through the STO story - Fleet quality ships have 10 per cent more shields and base hull compared to their non-fleet quality equivalent.
The methods are the same on ps4, but i don't know if fleet shipyards are in-game yet, and even if they are you do need a fleet to actually build the shipyard upgrade, which takes quite a while depending on which tier is needed.

depends on what you mean by "good". a mark 12 purple is capable of completing all game content. A mark 14 gold is top quality possible.
the blue phasers from the 500z constituion are perfectly fine and you can get eight of them by reclaiming the ship.
My recommendation is to get some mark 12 purples from reputation daily and hourly boxes and wait for crafting to come out. undine aka counter command gives phasers if i remember correctly.
there are several missions that reward phasers too. the end of the devidian arc, for example.
once crafting is released to the console craft some mark ii with pen and upgrade.
