I dont believe it should be the norm. If it was, it reduces cannons to garbage gear and any ship with 20 or less turn rate auto beam boats. My stock turn rate is 16 and after two purple rcs both boosting 45% each AND the hydrodynamics compensator i can barely put nose on target where before i could make a pass, and spin around for another pass rather easy.
I want SKILLED play. Not the spacebar bashing boredom i had on PC where beams where better because of more time in arc.
Yes. I just tested it myself - and it's actually easy to test because of a bug.
I tested it in a Valiant, because the high turn rate makes it obvious. Fly your ship in a straight line, full speed, then turn fully (the new patch allows you to pitch and yaw in an analog manner (which is probably the source of at least this bug), so slow/slight turns are possible). Hold that turn, then open an ability menu by holding down a button, and keep holding it. Because of a current bug, your ship will probably turn the other way while you're holding down the ability button - and it will turn faster than when you were turning it. When the bug is happening and it is turning your ship, it turns at full speed (that is, the speed at which it turned up until the last patch). When you are turning your ship yourself, it is apparently only performing a partial turn.

Havent really noticed it too much, usually in a cruiser, but switched to a new KDF toon for the bonus XP, although, Evasive manouvers didnt seem as potent, but i was fully concentrating i have to say
I am playing on PS4 with a Faeht, and i have the same problem, Faeht and Malem are turning like a science or a may be a cruiser. Today i completed the Delta quadrant Vaadwaur mission "Revolution" while piloting the Vaadwaur ship, and even with the this ship which was like a ferrari with its 2 RCS consoles (2x45% turn rate) had a very awful turn rate... The last time i have completed this mission, this ship was turning very fast...
it is no more possible to play an Escort with dual cannons because of this turn rate
Please Fix this.

Spartan is Cryptic... THE guy to report this kind of thing.. support is PWE, so it take some time to get some feedback, but Spartan will solve it, as always..
I suspected that. I'm just not use to this level of communication. I thought with a game as old as this and it being new on console, it would be rather good. communication wise.
game is kinda like an investment opportunitie. but no one seems to reassuring it's potential investors.
It was actually very bad at launch too I'm not sure what they are doing over there but turning on any of the ships I was using while leveling before the patch would make the ship dive or fly upward, and now everything is in mud. It's weird.
I have done some tests this morning with 3 different ships (Faeht, T'laru, Scryer), and no matter the ship, the turn rate is very bad...
When you are in a star system (fighting or not) the turn rate should change depending the starship throttle speed... but it do not change...
Actually , the turn rate is the same whatever we are at 25% / 50% / 75% / 100% throttle speed...
It is different if we are in a quadrant (tour the galaxy), in the quadrant between the systems, the turn rate change depending the throttle level...
I really hope they will fix this today, because they killed the dual cannons...
