Yeah, ignore has never worked and likely never will.
The game has no actual code of conduct in game, Cryptic has well established STO as an 'anything goes' environment and people will take advantage of it.
You can report them if it makes you feel better, but the truth is that player in STO have no recourse other then to just close the chat window or log out. Cryptic simply doesn't care, sorry.
It works, if you ignore them on psn first. Click on the name and choose view profile, block on psn as usual. Retirn to the game and report within game. Then they STAY blocked.
If it's MMOTANK, your only real option is to block his PSN. He makes new accounts every day so you'll see him reappear after a few hours or so. They have the resources to bot multiple games and possibly rotate or spoof IP addresses to avoid stronger bans, so it's going to take legal action by Cryptic or Sony to shut them down since even with a MAC ban or console ban they'd just keep replacing their hardware. They can do that because lots of numpties out there fall for their scam and funding them... then find themselves banned not like MMOTANK cares.
set your online status to invisible or friends / fleet only , its not a sure fire method but it should help some
You can pretend to be offline on PS4, but that feature's just there so you don't get bombarded with PM's from your friends list if you just want to solo for a while. It doesn't stop others seeing you ingame nor does it stop you seeing global messages or player chat. Heck, it doesn't technically stop the private PM's either, it just shows you as Offline so people assume you won't respond right away.
i play it on xbox but plan to get a ps4 again but havent you got a report option on your console go to their console profile and report them that way instead of doing it in game. Thats what we can do on xbox if they harrasing or bullying us in game or off game you can report them useing there profile to in my case microsoft or to the game support.
i suggest you report him to sony if ps4 has that option to see what they can do as if game support ignore you go to the console support and report him.

Believe it or not, Sony consider RMT an incredibly serious breech of ToS since the conditions they will have made Cryptic agree to is that all microtransactions MUST go through the PS Store (so Sony get a cut). Cryptic will be expected to do everything they can to police their game and prevent it from happening - but in this case (since MMOTANK isn't a person but a company) the regular methods of banning are pretty inconsequential and even Sony's advanced MAC/console bans aren't guaranteed to have much effect.
So they're going nowhere until Cryptic or Sony sue them. Cryptic should because these people are trying to steal money out of the system which Cryptic should be recieving, but Sony might rationalise that Cryptic have done all they can and they may choose to make a very public example of what happens when anyone tries to abuse PS4 MMO's this way: especially since Neverwinter is also under attack by those guys, yet Sony wants more and more MMO's on Playstation so they'll be keen to nip this problem in the bud.

it's just annoying when your trying to have a chat or trying to help people and you have a few people spamming there stupid websites for cheap keys.
no offence but this should be easy to fix.
all cryptic need to do is install a chat bot. that bans people for posting websites. or spamming.also getting rid of the build in friendly spam feature.

Yeah, it's like whack-a-mole. But better than nothing. The rally annoying ones use a script to send a friend invite and immediately follow with a PM before you have a chance to deny it.
