I think the general case is that any item you receive as part of a non-standard purchase/reward (i.e. costing something more than dilithium and/or energy credits) will have a fixed upgrade set so you don't have to worry about getting a second one, especially where the item may be unique or where real money is involved such as Lobi. There may be exceptions though.
The universe has a wonderful sense of humor. The trick is learning how to take a joke.
Does "set" include 'none at all'? Because the Xindi Plasmatic Biomatter Torpedo and Auto turret both don't appear to have them when I drop a blue level XIV into an upgrade panel to look at the very rare/purple version .
(and plasmatic expulsion for 3 piece set bonus still isn't working on the Narcine...)
The wiki seems to be missing upgrade information for the Temporal warfare set (the original Chroniton Dual Beam Bank and Temporal Disruption Device).

when I did the nano, it showed 4x[???] as the mods it would get. So I wouldn't expect it to show you that accurately.
