New Romulus
Dyson Joint Command

Ok thank you i was going crazy looking for them. I dont understand why they would do this, whats available is a random assortment of factions added throughout the games life, why not add all of them? Right now there is no end game content on console, im already lvl 60 and all there is for me to do is upgrade my gear to mk.xiv
The current rep factions dont really have anything good compared to the others.
It's easing new players into the game, considering the fact that most of this stuff on the PC has been added gradually since release.
Notable missions: Apex [AEI], Gemini [SSF], Trident [AEI], Evolution's Smile [SSF], Transcendence
Looking for something new to play? I've started building Foundry missions again in visual novel form!
Yeah, Cryptic likely wanted to meet whatever internal release date they decided would be best. Therefore, after a certain point in time they would have to exclude some content so that they have enough to do Q&A testing on the content that will be released.
I'm guessing Cryptic did not want to delay the console release so that STO console could be released just prior to the 50th Anniversary. At least from a story / mission perspective console players received the majority of missions up to Season 11.5 on day one of the release. Now it's just a matter of doing more Q&A testing on the remaining story / mission (the PVE queue missions I suppose) through Season 11.5.
I hope all this is added to console but I guess it's also nice not to field all those reps at once. I'm concerned though since it wasn't listed on the list of things to be added later.
I am enjoying console more than I thought especially the larger player base. It's still early though to see if they stay. PS4 has been mostly bug free not counting little visual stuff here or there but nothing game breaking except the Sela mission.
Lifetime Sub since June 2010
Precisely. Alot of new players on the PC can get over-whelmed by the shear amount of content and systems. Cryptic, as someone else said, are easing players NEW to STO in. The game should have full access to everything in the PC version within a couple of months. Cryptic are probably revamping everything also. This is the prime opportunity to work out the bugs that exist in the PC version, release it on Console, then apply to the PC version.
Just bear in mind that the console timeline is 6 months behind the PC's.
