I love the Carriers but a lot of them seem so slow and when I try to build them up to be defensive, I get trashed by 5 Voth.
Are there any Romulan Warbird Carriers that are fairly maneuverable and fairly good in hull/shield strength?
My current Carriers are: the Flambard Science Dreadnought Warbird, the Obelisk Carrier, and the Xindi-Aquatic Narcine Dreadnought Carrier.

I have the 3 ship pack myself all with MK XII VR gear from drops/mission rewards and have/had no trouble wading through groups of voth. The Flambard is a good ship, you just need to make sure you have the right traits and BoFF skills going for you and 5 Voth ships should be quite doable, not saying easy, but definitely doable.
Cool, I gave up on the maneuverability and focused on hangar pet buffs from my skill tree (tactical and engineering granting decent buffs to my pets) and making my ship more durable in a fight by increasing it's hull and shield capacity and regen, as well as the reflective armors.
Now my consoles grant me damage on plasma beam weapons and a few other useful stats.
My weapon set up is Plasma beams and a torpedo fore, plasma beams and a cluster torpedo aft.
I do believe I have Romulan Plasma Beams set up on my Flambard atm..XX
If your running plasma beams drop the aft torpedo for the romulan rep plasma array, no energy draw on it and will eliminate your need to swing the ship from for to aft to use both torpedoes

I did notice that my ship takes some time to come to a complete stop as well but I account that to newton's law since it is a large ship moving quickly it has to coast to a stop (which I've learned a trick with sliding toward my target to scan)
Your best guess for a manueverable Carrier are probably Escort Carriers like the Ar'kif. Another option would be something like the Eternal. (Of course, these are all 1 hangar bay type Carriers. Full Carriers with two Hangar Bays will never get very far with their turn rate.)
Aside from RCS consoles, the Pilot Specialization will greatly help you boost your turn rate. There is also a Reputation Space Trait (Advanced Engines, but I don't remember which reputation it's from) that could help.
Skills are 10/27/9 in favor of buffs to hangar pets and shields, hull, and damage resist.
The 3 Tactical Consoles I have increase Plasma Beam DMG.
Engineering increase dmg resistance and flight turn speed.
Science is Dampening Wave Emitter, increased shield capacity, Singularity Stabilizer, Plasma Wave, and Auxillary Ejection Assembly.
Hull is 76,785
Shield is 16,175
Resists are around 42.9%
Inertia is 20
Flight Speed is 23.72
Turn Rate is 4.2 deg/sec
Bonus Defenses are 26.1%.
For sci consoles I personally like emitter array and emitter amiplifier
When Photonic Fleet is up, Yea I have no problems..
But it is also on a decent cool down. I shouldn't need to rely on 1 ability.
I see these Fed ships taking on 3-5 Terran Ships in the mirror Universe pve instance and barely take a beating but then I do the same thing and my shields and hull are being devastated...
people in the high end tiers of DPS or tank have often thrown buckets of cash into their builds and are rocking mkXIV gold gear entirely... unless you want to do the same don't try to be them
Ah, so that's why..
I did notice that when I run the Nid Destroyer or Mirror Ha'anom, I can take more of a beating than when I am flying my Flambard.
Which confuses me when I have the same gear on them.
