To be honest, it's easily the biggest troll in MMO history. The most iconic starship of one of the most iconic franchises. And it's tied to a lottery.
CBS has also been saying "no" to an end-game constitution class for years. Presumably they haven't changed their minds on this, so like the KT stuff we're looking at limited-release prize system. Remember the bargain set by the first lock boxes: yes, we can now have ships that don't make sense for a particular faction or time period (ex. Galor class) but the drop rates have to be low so that each ship doesn't become absolutely ubiquitous across the player base. The C-store still, by in large, sets the tone.
For those new here, if you're dead set on any one of these ships just go through the exchange. It may take considerable effort to earn enough EC (I recommend R+D tech upgrades) but it avoids the lottery.
Anyone expecting this to be a Zen store item was fooling themselves. This is probably the most requested ship in the history of the game. Believing Cryptic/PWE wouldn't cash in on it as much as possible is silly.
If they were looking for a cash in (with no other considerations), wouldn't 9,000 zen worth of ships added permanently to the C-store bring in more over time than short bursts of a rare promotion? It trades off the group of whales who are A. actively playing STO right now and B. very serious about getting these ships for the larger market of all STO players from this point on.
Personally I think this is just making the most out of a compromised way of releasing once off-limits end-game TOS ships (well, apart from the T'varo.)

Short Answer: No.
Long Answer: Ever notice that good C-Store ship traits and ships with really good layouts are usually tied to Cryptic original designs while the Galaxy, Galaxy-X, Excelsior, etc have crummy traits and layouts that are meh at best? This is because players are going to buy iconic ships no matter what (foreshadowing). The non-iconic original designs are given the goodies. Now what does that information have to do with this?
The Constitution is THE most iconic ship and players will buy it NO MATTER WHAT the process of getting it is. So Cryptic has correctly decided to make you pay as much as possible. In the meantime, players will continue to buy the many other ships that are less iconic and buy some others for their traits, or consoles, etc. Promotion ships make Cryptic a lot of money. A LOT. But for these promos to make the most money possible, the ships have to be desirable. Is anybody REALLY going to get excited over ANOTHER Elachi Sheshar promo? Virtually no one will compared to a T6 Constitution.

Good news is the gorgeous Excalibur class is finally an endgame ship - I still can't see myself shelling out for one though.
Guess it's just a countdown to that Borg Lock Box at this point.
