It seems I am not getting the xp for completing quests in the Admiralty System specifically the Federation Campaign. The problem seems to have started when I hit level 9. Is anyone else having this problem? All the quests I have been choosing have XP towards the campaign so I am really am baffled.

The restriction is for when you can make Temporal Agents. So as long as you get a TOS character to the 25th Century and get the Temporal device, then it doesn't matter when you finish any of the bonuses. After all, there is the 9 reputations to Tier 5 to get the final reputation reward and most people won't be able to finish that within the 6 week time limit.
I will get reps done in time but only because I have other chars and did the sponsorship with all but temporal defense rep. I will only get commendations done for the same reason - I have lots of purple doffs on other chars, having been playing since doffs were first intro'd. This event is heavily slanted to vets and I'm sort of fortunate, but if getting 100% of the challenges complete was out of reach of new players by design? Sheesh.
For STO, you just need to get past the (( event )) into the 25th century and get your Temporal Thingamajig. You can wait years to finish leveling up everything.
My strategy is to get Federation up first, followed by KDF, then Romulan. On the first run through I look to take Missions that are high in Campaign XP and XP. I will keep taking Missions for Federation until I get the Tour of Duty Mission. Then go to KDF, etc. During the first run through I don't care too much about the extra items. If I haven't maxed out the Daily Campaign XP I will keep taking Missions to get more after I complete the above getting the Tour of Duty for the day.
After a Campaign completes the 10 of 10, I look for that other stuff and high XP. Campaign XP does not matter anymore. Now, my situation with Admiralty ships is not a problem as I have every C-Store ship, any Promotion ship that has been available, all Event Ships and I usually go back and get all free ships due to leveling up and Mirror ships (both those I Drydock as you can't Reclaim). Many people don't have this luxury.
When I get a Character ready for Admiralty it usually takes me almost an hour and a half to claim and dismiss all those ships. Having all those ships allows me to keep all (up to seven right now) slots constantly filled.
Without all those ships, you may have difficulty keeping all slots filled all the time if even all the slots at all.

... as long as you have left the 23rd century and claimed your Temporal Gadget.
Anyone still parked in the 23rd century once the event ends does not become a Temporal Recruit.
It is only the final tier rewards that requires leveling up 8 alts in addition to a bunch of other annoying requirements. The only thing that is granted for getting the final tier and doing a ton of annoying requirement is a turret mount, some armor set, 30 lockboxes that don't require a key and are bound to your account, and a title. The vast majority of SWTOR fans will not bother with that tier.
Personally, I am going for the Chiss Jedi companion which is the tier just before the last one. Of course, the Chiss Jedi companion is obtained if more Light Side choices are made compared to Dark Side choices. The only really annoying requirements are completing a bunch of Flashpoints and a bit of PvP.
