Why would a Kelvin Timeline Klingon fight for a Federation captain? You can't even have a civilized discussion without them trying to gut you, like Uhura experienced. Heck, even if you're a Prime 2409 KDF, they insult and try to kill you because you just happen to come close to a Sphere.

0718 can't be obtained by the KDF or the Republic. If we follow this logic, no doubt a Klingon Boff, especially from the Kelvin Timeline, where the Klingons and the Federation were on the verge of war, would not be able to be acquired by a Federation character.

If you insist. They're available because of their stories:
-The Breen is part of a group that wanted to defect to the player character's faction because they disagreed with their superiors targeting civilians and that's considered treason, while the player character helped them by not antagonizing them
-The Borg. Liberated Borg will gladly join those rescuing them as demonstrated by Gaius Selan, ex-Tal Shiar who joined the Republic because they rescued him, or even Seven of Nine with Voyager
-The Jem'Hadar is ordered by the Founder herself to join your crew after you free her from Facility 4028.
-The Reman Boff wanted to choose his destiny after the Reman Resistance destroys the Tal Shiar with the assistance of the PC, it's mentioned when you meet him in Obisek's base before it's overrun
-The Hierarchy officer joined you because the Doctor convinced them it was profitable for them during the Alliances mission
The Kelvin Klingons have no logic in joining the Federation at this time in the Kelvin Timeline, especially following what happened on Qo'Nos in Into Darkness.

Although I have failed to see him disagree with my opinion that we should have a Jayla bridge officer with Sweeping Strikes IV, I would tend to lend more credibility to his opinion than a large majority of the STO playerbase.
The Spoonfed is now trying to steal KDF stuff from another timeline, what's next? D4 in the c-store but only for you? Orion outfits for everyone blueside (even the guys), or maybe you just want First City for yourselves and we can hang out in the New Romulus ghetto with the space drow?

Speaking of Diplomacy boffs, you could, OP, get T4 in Diplomacy and select a Klingon boff... and with that boff, buy the Kelvin KDF uniform for him from the exchange. It's not exactly what you are wanting, I wager, but at least you could have your Kelvin timeline Klingon as part of your bridge crew that way. Diplomacy boffs, by default, do wear their faction uniforms anyway.

A typical poster would add a or some other smiley to denote that they are only making fun. Note: this is the only time you'll ever see a smiley in a post by me. Therefore, when I am making fun, it may be difficult to tell that I am just "having a go" since I can't bring myself to use a smiley.
I do not make the rules of course, but the way that the game works allows you to "generally" predict/extrapolate what can and will happen. Contrary to what you said, there are rules (code) that say "it" cannot happen. The uniform is KDF locked. That is by design and like all other outfits that are locked to a specific faction, this outfit will likely remain as such.

That won't work because you have to be a KDF character to even open the outfit box, and the box doesn't grant and account wide unlock. Only a character unlock.

Along with the "lore oriented ones", ie, the Kelvin KDF practically hates the Federation, and our antics in the storyline reinforce that Federation Hatred, not only within the Kelvin Verse, but against our own, as well.

I haven't messed with the Kelvin Klingon costume, but I can verify that I was able to unlock the Mirror Odyssey uniform on a KDF toon, and that happened purely by accident. My left mouse button pad stuck when trying to drag and drop it to my account bank. The game registered a double-click and the costume was unlocked. That mouse has since been replaced. But when that character gets Diplo 4, I'll at least have a costume for that Diplo boff.
Having had that happen, I don't see why any of these newer costumes wouldn't do the same thing. Granted, the Mirror Oddy costume is probably bugged, but it did happen.
