  Edited: eventually I was, in fact, able to watch the fifth recording for the Temporal Reputation. It took me completing the Terran Task Force reputation system and watching all five of Leeta's messages. Then, and only then, I was able to complete Message from Another Time.

  I, too, am stuck, and have both Message from Another Time II and III telling me to "Watch Previous Recordings". Based on what's said above, it sounds like it's because I haven't done the Terran Task Force rep yet.

  Just received II, go there, only have Thanksgiving to watch.
