Temporal Global Rewards Question

I know that it says we reached tier 3 out the gate and that the 150% will start sometime this week. My question is, is that an extra 50% on top of what is earned for a total of 150%? Or is it what is earned plus 150% for a total of 250%

Sorry for the noob question, first time I've come across the Global reward.

Also is it only AoY toon or all toons?

    From the blog post:
    Only Temporal Agents can contribute to these Weekly Goals, but all characters can reap the benefits they unlock.

    Also, I'm pretty sure we're looking at +150% for a total of 250%. Otherwise, the tier 1 goal of 50% would have cut everyone's XP gains in half instead of adding to them. :D
