Most likely never because this thing is huge (between 5 and 6 miles long, officially), so not only impractical to fly but dwarfing every other ship and having a colossal collision box.
I am expecting it either hopefully as a C-Store ship due to the lack of a Romulan Carrier or more likely in a future lockbox as the Tier 6 version of Tal Shiar Adapted ships.

It's about 9 Km long. So unlikely.
For comparison the Tholian Tarantula is about 2 Km, the Dominion Dreadnought 1.5 Km, and the Ent J is 3.2 Km. The only ship that comes close is the Voth Citadel at approximately 9 Km.

The Nerada is a prime universe ship, so even if they could put it's huge size in the game, it would have to be cstore.
It is the prototype for the Tal Shiar Adapted ships. Just because it is from the Prime Universe doesn't mean that it will be in the C-Store. We have the Cardassian, Tal Shiar, Hirogen, Voth, and Undine Lockbox ships that don't have a Tier 6 version. The Narada could be the Tier 6 version of the Tal Shiar Adapted ships.
I could see it getting added with the design used for romulan varrier, but than scaled back in size, I could see it done kinda like the Kelvin lockbox lobi-ship, in that it would be a exclusive romulan ship you can purchase with lobi or purchasing a discounted pack that contains the ship's console an ship trait. Than I could see a similar concept done for a Ferasian ship, which might be either a science ship or a raider of some kind, later on that is KDF exclusive like the Atrox for the Caitian is.

I couldn't find anything where a dev specifically said "no" to a Narada. Just that it was too big for a lock box. But the implication is there won't be one available since it's way too big, much like the Enterprise J. There are no size restrictions on fitting ships into Lockboxes. It's just like a Tardis in there. So when he says 'It's too dang big' it is too big PERIOD.

I still think they can do it if they really wanted to, STO in many instances makes ship sizes rather different from what they are in canon already. So what if they make it only just a slight bit bigger than what we already have in the game? I'd sure be happy.
If the ship is too dang big, then shrink it down to a more reasonable size. With the way scaling works in this game, the shuttles are too dang big for their canon size. The Narada should be bigger than at least 95% of the playable ships in the game, but it doesn't need to be 8 to 10 km.

I personally wouldn't want the ship, but I recognize that there are players who do. IMHO, they should make it the size of the Tarantula and leave it at that.
Just make it a T6 version of the Adapted Battlecruiser and be done with it. That's essentially what it is pretty much and I'm sure that's where the inspiration for those Tal Shiar ships came from.
Size really doesn't matter in STO as you've got all sorts of odd sizing issues already.
