Now before all you dedicated Federation players begin to vent and blow steam out of your ears please read the entire post before commenting and sorry for the length of the post.
I began playing this game when it first came out. I went with a Klingon character right away as I always thought Klingons were just a cool race due to watching all Star Trek shows from the earliest to latest at that time. The in game play was good at the beginning but the Klingons had far less than the Federation in an in depth story, ships and missions. The PvP was a joke as even then there were more Federation players than Klingon. Many times when I would enter a PvP zone I was out numbered 3 to 1 or more.
The only advantage I had was cloak and to wait for a Fed player to break away from the group to finally try an attack. Sometimes it worked and sometimes the other Fed players caught up to me before I could re-engage my cloak. If I remember correctly there wasn't any battle cloak just standard cloak, meaning you had to break off combat and fly as fast as you could to wait for the cool down to cloak again. It at least made PvP somewhat enjoyable.
I recently came back to STO after a few years and began playing again. To my surprise (not really) there are still more Fed players than Klingon players playing the game. But what makes it really bad is that Fed players can use ships with cloaking tech just like the Klingons and Romulans. The only time in Star Trek that the Federation used cloaking tech was when the Romulans loaned a cloaking device to the Federation for use on the Defiant and that was only to be used in the Gamma Quadrant. So why has this game gone so far off the Star Trek storyline?
If you are a Romulan and decide to go Fed then you can only use Fed ships that have no cloaking device. I look at it this way, if you want a ship with a cloak make a character with the Klingons or Romulans that sided with the Klingons. I think staying with the Star Trek storyline is the way to go for Cryptic if they want to continue with the game and it would make PvP somewhat more enjoyable again.
I'm not saying that Fed can't have access to ships like the Na'Kuhls but they just wouldn't have the cloak feature. Thanks for your patience in reading the post.
You're about 4 years or so too late for this discussion.
Starfleet has access to cloaking technology in this game, but the access is limited to a small number of ships.
The game is set 40 years after the Hobus event, IIRC, so a lot has happened in the universe.

As I said before I've been gone from the game for a few or more years
I still feel the game should stick with the Star Trek storyline. Some balance needs to be brought to the game or it will be the killer of it.
I would like to PvP but it's just way to lopsided on the Federation side. Now even more with Feds having cloaking tech.
