Do we have any idea for how long the AOY packs will be discounted? I can't afford the big pack right now but will be able to at some point soon. I just want to know If I am going to miss the discount.

I'd think that the packs are at their normal price. What they mean is that if you were to buy all the stuff separately it would cost double.
I hope so, it's just worded a bit ambiguously:

When the Delta Rising Ops Pack was released in September 2014 it was retailing for $150. I assume there was a 20% discount at the time of it's release, but I didn't purchase it until December when there was 20% ship sale.
So OP, you're safe until at least the launch of the expansion, which will be a Tuesday somewhere in the summer season.

Well, since I am currently at work I cannot log into my secondary STO account to check the price of the Delta Rising Ops Pack, but I am pretty sure it is not greater than the $150 (15,000 Zen) price tag when it was originally announced.
