The factual answer to with weapon mod is best, is as explained by others...depends...on other variables of your build. However the TRUE answer is, whatever lets you have fun. Over and rapid mods are probably not that useful...but I like them because they are fun. I use to use dmg and critH mods a lot before the dmg boost because I had some effects that were triggered of crits and damage dealt and so that was fun. Seriously, this game is easy...have some fun.
One ONE toon I run 6 beams with the [OVER] mod. After a BFaW run, you often have 2-3 at least of rapid Beam:Overloads in the queue that will trigger one after another. If you run that with the starship trait buffs with EPtW it's fun!

It looks like space carnival, nice explosions by (multiple) particle bursts. It's a shame shield damage wont be logged and cannot be parsed
Also in combination with the dreadnought cruiser trait quiet helpful. I switsched EP2S1 for EP2A1 and can now rotate weapon and science damage buffs via drake build.
I'm trying to craft some DBBs with [Over] and the RNG hasn't been kind to me so far, but I've noticed that I'm getting quite a few with [Snare]. What I also noticed is that the snare effect has been removed (according to the tooltip). Does that not mean that there's a chance of crafting VR weapons with only two usable mods?
