The T5 Steamrunner is already 'Fleet' level with 10 Consoles and can be upgraded to a T5U via a Token. It has the Escort Mastery four level.

apart from the gaping large deflector dish and the "Grill" styled naecells, i think this ship would be ok to fly in STO, maybe as a T6 vessel or as a future release, then again there is the T6 command trio ships that look very similar and do pretty much what the original typhoon class does.
did this ship get mothballed? was it never designed as part of the temporal cold war? or was it just too ugly to continue with? (yes some aspects of this ship are ugly)
so this is why i've posted this forum, to show all the ships that were forgotten or need an update for the game.
(NOTE: please don't spam or post hate messages, this is for pure fun and hypothesizing where STO is leading into the temporal cold war)
i'll start off with the typhoon itself and the steamrunner
the typhoon would need a visual update although you could argue the fact that the T6 command trio fills its roles already.
it would get some Boff stations and some consoles along with a fleet varient
the reason for this design is so that it matches the original specs of the tyhoon but in the end it think the typhoons mothballed.
the fleet varient would get an extra engineering slot
this design is also made in such a way so that science can deal control abilities and healing whilst the lt tacticals make it flexible enough for damage along with the uni slot
the steamrunner:
the steamrunner could be redesigned with a parallel sort of design so it basically has the deflector in the middle with 2 "spades" as it were on top and bottom with type 7 hull.
this would also be an update for the pack as the steamrunner pack seems to be outdated
consoles:
5x tactical
1x science
4x engineering
this would keep the original steamrunners design and flowing into T6 and if a fleet varients available it would get a 5th engineering slot
i will let you lot think of T5 traits as i couldn't think of any xD

the typhoon? maybe, but it would probably need to undergo the same type of revision that the jupiter did to get that as a t6 ship. probably take a while to do if cryptic have the time and resources for it.
as for the steamrunner, that is already on the game, found on steam in the steamrunner pack. classed as an escort, though im not sure why since its a cruiser.

not really seeing as the T5 editions are weaker, worse boff statures plus no bonus T6 traits, think of it this way its like you getting a 2nd graphics card for your computer to match your current card for SLI/crossfire when its more value and more power to go for a top graphics card like a titan X by nvidia, but then again not everyone can afford such
The Typhoon lives on in the fed command cruiser variants. (The sci version is most similar.)
No it doesn't. They don't look like Typhoons or act like Typhoons. The similarities begin and end at the number of nacelles. They do however drag the spirit of the old garbage scow Excelsior on into the 25th century where it's not welcome.
Whether you want to believe it or not is besides the point. The fact of the matter is that the Typhoons have been thoroughly replaced by Command Battlecruisers, which are for all intents and purposes, better versions of the battleship. The Command Battlecruiser NPC's also have most of the Typhoon's BOff powers, in addition to several others more befitting a battleship of their stature.
And frankly, no, they share a few more similarities than just nacelle count. They have similar profiles and hull arrangements, too. Also, in case you hadn't noticed, the 25th Century version of the Excelsior is the Resolute class, which is another fact that you seemed content to ignore.
Again, your belief of this matters not. Those are the facts.
I know they've been replaced, I'm upset not delusional.
Look closely at the words I used, you'll see them relating to the fact that the Command Cruisers do not look like Typhoons, not that they haven't replaced them.
So go have a look at them again and try point out anywhere they look similar.
Look at the shape of the secondary hull, see the way it doesn't step on the Typhoon but does on all three CCs (in the same way as the Excelsior), take a look at the neck, see how the Typhoon lacks one but notice the Excelsior style accordion of a neck on the CCs. Now move along to the deflector and see the large oval shape filling the full front of the secondary hull on the Typhoon, what's that like on the CCs? Oh, a tiny little Excelsior style dot on a Excelsior shaped secondary hull. Saucer? Any of the CCs saucers similar? The Concorde comes the closest, so a similarity there. Where do the pylons start? Well on the Typhoon they start almost at the end of the secondary hull, on the CCs they start on the neck, directly after the saucer. Nacelles? Not even the same shape, fins, panels etc.? missing on the CCs. Where's the large prominent Bussard collectors on the Typhoon?
Oh the Resolute is the 25th century Excelsior eh? Well I suppose that invalidates the fact that the CCs use so many designs parts from them. I guess nobody can compare the design language of the Galaxy compared to the Nebula, New Orleans, or Springfield without you assuming that they think the Galaxy is the same ship as the Springfield?
The CCs do not resemble the Typhoon, they resemble the Excelsior. They are not refits of the Typhoon nor the Excelsior. They resemble the Resolute as well.
Is that clear enough for you or are you going to try and prove factual comparisons of the design language of the ships as 'opinion' still? Do I have to get orthographic shots of the CCs to go with my ortho of the Typhoon for you?
As for their role, the Typhoon had a lovely gimmick of shock and awe, samming tractors and a high yield quantum torpedo spread, the CCs are boring in comparison and far more versatile and more Starfleety like. In other words generic cruisers and not the one off lovely hunk of ugly the amazing Typhoon was.
Now, just to make it easy for you, that last bit was my opinion, my view on the Typhoon and CCs roles, the bit above is fact, the CCs and Typhoon share no more features than the Galaxy and Sovereign.

you could say the main hull is very similar to the excelsior but really to me they look like modern day proxima classes
only down side is that the new CCs don't have side pulse cannons like the proximas

What we need is a 'true' battleship. Perhaps a Galaxy, Typhoon or Jupiter style with giant cannons that swing 360 degrees and deal heavy damage. Give the enemy a true broadside.

The Old Jupiter Class hull refit as a Hospital Ship.
Refit with the latest advances in Transwarp technology, the Galen Class can be anywhere at a moment's notice allowing them to quickly react to any large-scale emergency. The Fleet Command And Control functions and Flag Accommodations have been retained for use in coordinating a worldwide disaster response, and her extensive communications facilities augment or replace local communications networks damaged in a disaster. The power plant is capable of producing enough power to support several cities, and she carries Power Converter Units to tie into damaged local power supply substations, both to support local landing teams and to aid local efforts at disaster relief.
Some design assets from her intended use as a forward drydock and repair ship have been maintained, such as her massive internal bay and her industrial scale replicators, but large portions of her volume formerly devoted to facilities and cargo for emergency starship repairs has been repurposed as hangar space and small craft maintenance facilities, particularly focusing on the venerable Type 8 modular shuttle, for which the Galen has ample space.
The saucer section's former role in Diplomatic Hospitality and Fleet Command And Control has been repurposed to form a model Federation Hospital including all the modern ameneties. Modular field hospitals can be erected and ready to heal the sick and injured within minutes of the ship's arrival at a disaster site, and a large number of patients can be housed on board where more dramatic forms of treatment can be employed.

Using the Type 8 Shuttle as a foundation, every electronic whiz-bang and gadget is loaded onto the shuttle to create a massive EM signature which hides friendly ships in the noise they generate. (Similar to the EM Probe)
Wild Weasels deploy in squadrons of four, and up to six may be maintained by each hangar. Each WW within 3 km of a friendly ship adds +50% to that ship's Mask Energy Signature skill. Incidentally it also generates +300% threat, forcing AI to target the shuttle. Players can only target ships their sensors can detect, effectively making the parent ship and his allies invisible and immune to all but AoE attacks while protected by a squadron of Wild Weasels. Each shuttle has a 10 second EM pulse, followed by a 30 second cooldown, but each squadron will stagger the effect so that at any given time one of the shuttles is pulsing, while the other three, (or more,) are on cooldown. (Shared global cooldown of 10 seconds across the squadron.)
When ordered to Attack, the Wild Weasels attack as a Type 8 shuttle. Their EM Pulse effectively conceals the remaining squadron members from the enemy. When ordered to Defend, the squadron circles the target ship, attacking anything which approaches the target ship and shielding it with their cycling EM Pulse.
Projectiles which pass within 3km of any pulsing Wild Weasel have a 33% chance to lose target lock even if the Wild Weasel itself was not the target. Any projectile targeted at the Wild Weasel has a bonus accuracy of +33%, but must overcome the 33% chance to have its target lock interrupted. All turrets and AI controlled craft will target the Wild Weasel over any other target in its attack radius.
Feisty Ferret: A basic Wild Weasel built on a standard Type 8 Shuttle Hull

One of my favorite do everything ships was the old Franz Joseph Technical Manual idea of a Tug.
Star Fleet Battles board game used to have cargo pods, science pods, and battle pods (double length) that had the same weaponry as a Connie. So if you knew you were going to battle you could tow two or three battle pods, drop them off at slightly different places in the same system. No, you didn't have the maneuverability; but you could setup a forward defense post or planetary defense quickly.

Because its an old book from a time when things weren't as codified and set as they are now, and "Tech" manuals were more 'technobabble' than anything.

This is a interesting design. It would be great for Star Trek, but not as a Starfleet ship. Get rid of that canibalized Galaxy saucer (seriously, it looks simply cut off/glued on, in a very cheap way) and plant the "hump" above it on the "neck" that remains and give it to some other faction or alien of the week and it wouldn't be too bad. Might even make a Tellarite design with some modifications.
