With the recent addition of visual slots, an idea popped to my mind:
What if there were "dummy" items added in the game (deflector/shield/engine) that were only equippable in the visual slots, whose whole purpose would be providing some custom, nowhere else seen visual for the given piece?
Obtaining would be simple (ha) - old style (pre-reputations) random singular drop at the end of the instance, which is given to one player, per decision of a roll. The PVE mission/set of missions which could drop these items, changes weekly/daily/whatever. Higher difficulty = higher drop rate. The item is not bind on pickup, this is important - account bind on equip perhaps.
What this would create, I reckon, seeing the amount of people who are into space barbie:
- The interested in customization, if they like the item, will obviously play the queues to try and obtain it. (A set of missions seems better, since you can attempt multiple times for the same item without cooldowns, doing different mission each time) However the low droprate will only grant the item to the few.
- The not-interested in customization will see this as an opportunity for profit - item is not bound on pickup, so they can post it on the exchange, for those tired of running the queues (and willing to spend a bit of cash). Thusly they should also attempt to do these mission(s).
- The item itself has no stats, so its absolutely not vital to any existing or conceivable setup, so the malcontents can stfu about not getting it. (Damn malcontents ruining everything swings cane)
What could those items be? Perhaps recolors of existing visuals (Im pretty sure that would be relatively easy to make). Blue aegis effects on KDF? Dark red nukara shields? Some alien hull materials? Blue counter command deflector? Everyones got their taste and Im sure there would be plenty combinations that would draw people in.
Anyway, just an idea, feel free to poke holes in it.
PS: Im aware that this wouldnt necessarily fix the state of pugs, as that would require a change in playerbase mentality; however Ive noticed even the pve channels going quite silent, apart of ISAs, and even those seem to be becoming rare (I dunno maybe just timezones).

But I agree it'd be a good carrot for STFs if the higher-ups needed to have good metrics from them.
As for the monetization aspect: more people in queues means that the game looks healthier. And who would spend money on a game they might somehow think is about to die? Which isn't STO, but the queues give another impression indeed.

To me it seems the PWE suits are intent on finding out just how much end-game items they can sell without actually releasing end game content to make use of them in the first place before they lose sales as the game's population along with its popularity stalls altogether.

I could also see something along the lines of a TOS visual item for the 50th anniversary (white hull, spinning orange nacelles, red deflector dish, etc.), although I'd still expect something along the lines of a hero ship admiralty card.
