I'm a new player and trying my best to understand the dynamics of the game.
Though I understand that threat level increases resistances, I still don't understand why you would want to be the center of attention in a battle by using threat and taunt.
Why is it desirable? Under what circumstances should it be used or avoided?

- Feedback pulse (BOFF ability) in which you reflect energy damage back to the attacker (including the Multidimensional Wave-Function Analysis Module which reflects kinetic damage)
- there are several starship traits and space traits that can recharge your bridge officer abilities and energy levels faster when you are hit (or missed!) by enemy weapon fire
- the classic tank role, in which one player tries to absorb most of the damage so high damage dealing players can maximize their damage without getting targeted themselves (escorts are often quite easily destroyed). And this exactly the situation in which you wouldn't want to create a lot of threat. When you are in a ship that deals a lot of damage but has week hull and shields.
Szim pretty much nails it....
For example, in my Fleet Nebula, once I have Threatening Stance turned on, I can activate a Gravity Well III, reel in multiple mobs, then use one of the new abilities to make all the mobs focus on just me for more than enough time for the high damagers to blast them like fish in a barrel at little risk to themselves...; I'm not concerned, as I have far more than enough healing options to easily outlast whatever the mobs can throw at me....
