Shield penetration has been tampered with?
Sorry for hijacking but I just specced a toon as a T'Varo torper, having bought Malen, fleet T6 Tvaro, and Tvaro 2 pack, fleet torp tac consoles and upgraded some torps.
All the other in game shield pen has been left alone. Shield weaking is only in the skill tree and is seen as a boon to topr boats as it means more damage to the shields.
So it's like Negative Shield Pen. I can see how it'd be attractive to shield buster builds, but by my reckoning at best you'd only deal a couple hundred extra points of damage to shields with torps using it.
TRIBBLE shield weakening, where did that come from. I want shield penetration back. torp builds are going to blow without it.

I used the STO Academy builder, which has Shield Penetration not Shield Weakening, chose Shield Penetration, but switched to Hull Penetration when I saw the change on Holodeck.
I will invest in Shield Penetration, I will not invest in Shield Weakening.
Hey guys, just wanted to pop in and say that we're hearing the feedback on this topic.
As a partial fix (or at least deferment) of the issue, as it relates to the Skill Revamp, we've decided to make the following change:
The "Shield Penetration" Skill is being removed, and replaced with a "Shield Weakening" Skill.
* This Skill, instead of ignoring Shields entirely, amplifies the damage dealt to enemy Shields when they prevent damage from reaching the Hull.
* This Skill is directly countered by Shield Hardness - they are the exact same mechanic, applied in opposite directions.
* The few other sources of Shield Pen (Inspirational Leader and Fleet Tactical Boosts) have also been updated to give this new Skill.
We're going to continue to monitor the issue as it applies to other existing sources of Shield Penetration. But at least for the time being, we didn't want to exacerbate the issue, or draw a spotlight on it by including it as a Skill mechanic.

So it works exactly like armor resists/armor pen? The "hardening' to shields you get from increasing power to shields and other skills like Emergency Power to Shields and Rotate Frequency? What about various procs and abilities that let you penetrate shields like Weapon Modulation and that one Duty Officer that gives Shield Pen for a few seconds after firing Beam Overload?
Shield Weakening has no effect at all on damage which hits the hull, by whatever mechanism.
With normal (non-resilient) shields, 90% of incoming damage is applied to the shield, and 10% to the hull.
Shield Weakening increases the 90% that is applied to shield, just like Shield Hardness reduces it. It has no effect at all on the 10% that hits the hull.
It is very simple - Shield Weakening increases your damage against shields in the same way Armor Penetration increases your damage against hull. The two mechanics are identical, apart from one affecting shields and the other affecting hull.
