I am getting one hitted at the last stage of borg alert.
The issue seems to be plasma torpedoes coming at a high rate, when I can't keep up with shields etc I eventually (rapidly) get hit and die.
Any idea what's going on / what may be wrong / any suggestion for an initial build to start from and tweak for my own style and liking from there?
Note that I am not a very skilled and not well equipped player but I think I can do better with my own, current, char's "resources".
Currently a tactician on an Eng ship (AKA the lobster) and trying first to survive that, before trying my other favorite ship which is an escort-like (tact) type. On the long run intending to run both ships at different times.

I seem to like the strategist secondary otherwise I am int primary right now. (can be changed later)
I'm not searching for an op build (my desire of versatility probably negate this too along with my items and personal gaming skills) just for some minimal skills' "skeleton" I will be starting from that point.
Balance: more safety than most who chose my carrier would like, still "non op" dpsing to not be fully inferior and to have some "pace". I think if my char is being one hit on an Eng ship with some tanking traits, that balance was not reached.
Either way, your advice is great, this was indeed my main problem (beside the usual need of tweaking), and I've got another advice - use fire at will. This all helps.
Solved for now, though I will search for advice / topics regarding minimal "barebone" builds for survival-ability and maybe some dps (to customize for my own game-play style) later, if there would be any such, I don't have this specific now, so this topic can be closed.
Destructable Heavy Torpedos can be countered in a few ways. Beam: Fire At Will is an AoE ability that the current meta revolves around, and usually takes care of them by itself. But Gravity Wells or Eject Warp Plasma can do it too. The most sure-fire method has always been to drop an Aceton Assimilator Console, but few builds can spare the room for it these days...
