Actually, placate does have an effect. They basically make the user temporarily invisible to the target. No one uses Jam Sensors anymore, but that's what it does.
But Taunts don't have an effect. Though theoretically, if Crypic wanted, they could probably find something - Scramble Sensors/Confuses cause you to switch targets, a taunt could feasibly switch the target to the user of the ability.

a taunt that works on players would likely work similar to jam sensors, except instead of making it so you can't be shot, it makes it everyone else on your team can't be shot, leaving you the sole target
in fact, if i recall, lone wolf in the pilot tree has this exact effect

Technically speaking, it's in the game engine to allow players to be affected by Taunts (based off of previous conversations w/ @borticuscryptic , who can fact-check me on this).
