Scenario:
Advanced Heavy Cruiser Retrofit - Shield modifier 1 (At least it should be)
common shield array MK IX - It should have also Shield modifier 1
No other gear mounted
All traits empty (even ground, etc)
No Boffs/Doffs
Sol system (just next ESD)
Calculation based on Max shield HP
Base Max shield HP 5100
Base regeneration = 127,5
127,5 = 2,5% of 5100
1. skill point gives 25,5 = 0,0050 of 5100 (0,5% bonus)
2. skill point gives 43,3 = 0,0085 of 5100 (0,85% bonus)
3. skill point gives 51 = 0,0100 of 5100 (1% bonus)
So bonus is not 10% of max shield, but 1% of max shield...
There is a bug in calculation or in wrong description.... I think that same problem is on Damage control skill.

Tested with mk14 Adapted MACO, Drozana system.
With no skill points in shield regen and shield capacity,
Tooltip shields : 11118
Sheet Shields : 14350
Shield Regen* : 148.9 *same for both tooltip and sheet.
This is roughly on par with the stated 1% of max shields (sheet) base regeneration. (Slightly higher from shield power setting of 42 I think)
According to the tooltip for the Shield Regeneration skill, one skillpoint should provide an additional 5% of max shield capacity per 6 seconds.
In the same location with 2 skillpoints in shield capacity and one in shield regeneration:
Tooltip Shields : 11118
Sheet Shields : 17519
Shield Regen* : 188.6
Based on the tooltip for the Shield regeneration skill, we should see either an increase of 556 per 6 seconds (5% of tooltip shields) or 876 per 6 seconds (5% of Sheet shields). Instead there is an increase of a mere 40 per 6 seconds. That's under 10% of the lower end estimate.

Either the skill is bugged and not providing the correct regeneration values, or the tooltip is grossly misleading. I'm familiar with previous examples of "Cryptic math" where +10% is actually something more approaching +0.5% or +2%, but given how uncomfortable this skill revamp is going to be for a lot of folks, it really needs skills to do exactly what they say on the tin (tooltip).
Perhaps changing the skill to provide a flat regeneration rate per point (say 2-10 shields per 6 sec to give 200-1000 per 6sec maxed) would make it easier to understand and be more consistent with the goals of the skill node?
