ultimate in skill tree not selectable after purchasing next point

after purchasing further points, you can not use the choice for the previous one, here i purchased 3 points for the ultimate but only could choose 2, because i skipped on the first possible choice.

    Actually, it will not let you make a choice for the first selection point no matter what you do. This is true for Science, engineering and tactical. Put in 25 points and you cannot select anything. 26 and 27 points will allow you to unlock 1 or 2 ultimate selections. 28 or more points do not add any more unlocks.

    It basically looks like the requirement was moved down but something was not shifted with it as far as the actual ultimate unlocks for the character.
