Rom's got the short end again with this, you need to get the basic upgrades from your allies vendors.
Just don't be fooled into buying basic upgrades from the exchange, the vendors sell them for 10k but slime balls are selling them for way more than that hoping to sucker some idiots.
Go to the Exchange, choose Tech Upgrades, search for either Improved or Superior. Superior is better unless you are overflowing with dil since it gives 2.5 times the points for only a little more dil.
The basic upgrades sold by vendors are a terrible deal when you look at the dil used for the points given.
Tech upgrades are easy to find and they are not faction specific. Simply go to the Exchange scroll down the left side of the window until you see tech upgrades from there you can do your search. Do not bother with anything less than superior because you will be wasting dilitihium. For example, a Superior Beam Weapon Tech Upgrade provides 12,800 tech points and costs 1,075 dilithium. The Improved version provides something like 5,000 tech points and costs 950 dilithium.
Cheers for the bad news peeps. I have just used the exchange to buy improved tech upgrades @ 42000 as the superior are are 4 million each. Just upgraded 3 of my 4 AP and even got my omni directional up for free.

Also, the price of Superior upgrades is around 200K not 4 million -- you must have been looking at either a stack of multiple upgrades, sorting by price HIGH to LOW instead of the normal low to high, or looking at Superior Experimental tech upgrades that double the rarity improvement chance.

Yeah, Superior are the weakest upgrades worth using. Experimental are quite useful, but not easy to make. Salvaged Tech is required but requires playing Elite queues.
I have been looking for these things for a while. I am a Romulan / KDF and cannot find anyone selling tech upgrades.
Given this weekend is a bonus, I wanted to upgrade all the APs on my Kremin ship.

the romulan tech upgrades are not avible at this time. they will be added in S11.5 as the rewards for completing all 10 of the tour of duty admiralty projects out of the new romulan republic campaign
