In general tooltips are dynamic and change based on you characters skills.
Now, there are some quirks to this. The game doesn't always apply all your skills depending on your location so sometimes the results aren't accurate. Like for ships, if you on the ground or normal quadrant space the values are meaningless. You have to be in area that allows for combat actions to occur to see the realistic values.
But it is nice to see that a lower level player can break the warp 9.97 barrier now without rep or fleet engines.
Technically, when you go any faster than 9.9 you're not going "warp" but "transwarp" (the UI even changes on the fly). So restricting players to the Warp 9.999 barrier, now that we've acknowledged that threshold doesn't really mean much anymore, didn't seem like the right call.
In other words, WAI. Though I'd like to find a way for the item tooltip to change from "warp" to "transwarp" someday.

Can yo Then Remove the Arbitrary. "Max Warp 10" Limit on Impulse Engines.... especially since it no longer is working with the new Revamp. Its a Misleading Line on most Impulse Engines now.
on holodeck, my TSAD does warp 20 at "full speed" and transwarp 30 if i switch in slipstream
on tribble, my TSAD does warp 14 at "full speed". Can't for the life of me figure out how to make up the difference, since driver coil has vanished so I have no idea how to copy the numbers.
