A few years ago I was able to buy zen gift codes (I did so for a few people as Christmas gifts) but now I can not find the option anymore when charging zen with the new website formats. Is this something that is completely gone now?
When Arc updated their charge page they removed many options (Earn Zen for example), so it's very possible that they removed it. The best thing you can do is either buy them a steam wallet code through Paypal (IF they still have the option available) or if you have the ARC Game Card available in your country you can always to buy some of those and send the codes on them to people.

I used Karma Koin prepaid cards ever since STO started using them. Then when STO moved over to Arc, they stopped supporting Karma Koin so I had no idea what prepaid I could use. But I just recently built a brand new PC and I decided to just install STO through Steam, at least there I can just use my Steam Wallet funds I get from the Steam prepaid card and still get my zen that way. As far as I know, you can only charge Zen with a credit/debit card through Arc, I've never seen those so called Arc Prepaid cards before.
...but I have no idea if they can still be used via the Latest version of ARC. Last time I tried to use one, I literally needed to go through Support in order to get them to work. They had to supply me with a rather dated link to a very old input page to get one of these cards to work.
