What to do with unneeded ships in my roster?

I'm currently a recently promoted commander. Now I have some ships in my roster that I have no use for. For instance my Miranda class light cruiser is usless in missions that I am aquiring at my rank and grade. So what do I do with my outdated vessels? Can they be sold? Also I read a post here not too long ago where someone said he was going to give one of his ships to another character. Can this be done, and if so how does it work? Are ships bound to account or character?

If you don't need the room in your ship roster, keep older ships until you reach level 60 and the Admiralty system. This is similar to your Duty Officer missions but uses ship cards for missions instead of Officers. To add a card to your Admiralty roster, you must have it in your ship roster... you can then dismiss the ship by visiting a shipyard (such as Earth Space Dock/ESD). More ships for Admiralty offers more chances of fulfilling the needs of a given mission and earning rewards.
As to the part about ships being given to another character, this only works with ships still in boxes (lockbox ships, those bought from the exchange, Lobi store ships, etc.). Ships rewarded for levelling up or through an event are character bound and cannot be traded unless they specifically say so in the description.

If they're Zen store ships, you can discard them and then pull them back from the Zen store later if you've outgrown them (discard has no effect on later availability of Zen ships).
