Arc/sto shortcut &.exe update and then nothing w8.1

HI Every one this is gonna sound realy silly but i have not tried to play STO on my windows 8.1 laptop for a few weeks and now when ever i double click the Arc/sto shortcut or go to the .exe they say update and then nothing.....
No game n i left it ages n no game.
I have reinstalled it like 3 times and i even did a system restore to a time i know it was working and the same thing.
I am on a dell xps ultra book 14", windows 8.1 My security is handled by Norton
Any one able to advise me on this at all?
