  If you've got a Rare Klingon Chef Doff (and this might only be available on Klingon toons) then they can be replicated at 20EC a time. Info on what can be replicated is here http://sto.gamepedia.com/Replicator_Patterns#Chef_Replicator_Patterns with my personal experience of this mission being, that the hearts of targ are probably the most difficult to find.
  
  Failing that, if you're in a fleet then ask if someone (with an appropriate doff/kdf character) can replicate some for you or as suggested above check the exchange (although prices may vary significantly depending on availability and supply).

  The octopus and other food items sometimes drop as random loot on Nimbus III and Nukara. Be aware that uncommon and rare food items spawn from common looking loot critters so pick up everything.

  That was awesome advice, so I've gone and bought one off the Exchange and that's sorted the problem out.
