Multiple Rom navy gear?

Have a character with lvl 14 rom navy shield and armour, that has a boff in mk 12 rom navy shield and armour, run Uneasy Allies again to start equipping a second boff and it says can't have more than 1 copy of a unique item, so to get that third set do I have to upgrade the boff's gear to mk 13?

Should I have been able to get a second set at all?

    I may be wrong but I think you need to upgrade to Mk XIII for each piece of the set. You might just upgrade each piece to Mk XIV. That way you should be able to have at least 3 complete sets. A set of Mk XII, Mk XIII and Mk XIV.
