I am currently working on a private mission. I was wondering how one would achieve a large scale space battle with only a single Lvl 60 player. More to the point: is there a way around the NPC group level scaling?

Nope, not that I'm aware of. If you're trying to make a battle easier remember that you can reskin any unit with any available costume. So, if you want to be blowing battleships up left and right place down a fighter group and select something other for them than the default costume (click each unit, there's a tab for it on the menu below the preview window). Also, remember that there are friendly NPC units you can place as well (FED, FED-aligned KDF, and Benthan). Including a few of those in the midst of large enemy groups is another way to effectively tweak combat difficulty.

One thing I like to do for large battles, to stretch them out as long as possible, is create multiple branches of concurrent kill objectives. For example, if you want a battle with, say, six enemy mobs, instead of throwing them all into the same kill objective, create three separate kill objectives under a Complete All and put one mob into each of those kill objectives. Then add another kill objective to follow each of the first three and put one mob into each of those. That way a new mob will spawn as soon as one of the first spawned mobs is defeated.
Level scale as in you need to be level 41+ to fight the Borg?
You can dress up (costume) low level mobs as the Borg. You can do this to ships as well. The Cube will scan as the other ship but allow lower levels to play the mission. I never cared much for the locking out of lower level players.
