Issue crafting Pilot Spec PADD

Apparently, to craft a Pilot Spec PADD for a BOFF, I need to craft four different Pilot Skill PADDs first. The problem I have is that it wants me to craft Tier 1 skill PADDS, but I've only got the option to craft Tier 3 skills. Is there an option I'm missing to craft Skill PADDs of a lower tier?

no, these are the ones you can buy at the boff training vendor.

Ah, silly me. I thought the point of manuals was to phase out the training vendor.

The vendor now sells manuals for most of the rank 1 and 2 skills.... the same skills that it could be used to train before the change.
