Fleet Holdings upgrade progress has been rolled back

Yesterday I donated my dilithium vouchers and duty officers to our fleet's Research Lab---Tier II with two active projects leading to Tier III---and got both projects up to 100%. The 20-hour countdown started and everything. But today they are showing as 24% and 31% complete and still at Tier II, and each one has dilithium contributions set to zero.

    I wish that were the case. But I spent quite a bit of time reading what I was unlocking and so forth... all the services that said "Unlocked" late last night are now Locked today.
