Mission experience (bug or working as intended?)

On 2 new characters I've completed the first set of missions (up to "Task Force Hippocrates") and from what I've read they should have gained enough experience to be start the first mission with Franklin Drake, which requires level 11. However one of the characters was over half a level short, despite me being pretty completionist with them. I decided to start another character after this, since I decided after further reading that I'd probably prefer the engineer over tactical class for ground missions. Same thing happened, except this character finished these missions at only level 9.5. Not even high enough for the next ship, lol. So I'll have to repeat a few missions.

Anyway, from what I've read and been told by those who I've asked, this shouldn't happen. They say completing missions should always be keeping me at a high enough level to start the next mission. So could there be a bug affecting experience, or is my experience perfectly normal?

    It's normal, or at least common unfortunately. I would repeat an existing mission, queue for Federation Fleet Alert, or anything else you can to get experience to hit 11. They have revamped a lot of content and unfortunately left a lot of gaps in their wake unintentionally.

    These gaps for Starfleet characters who only play the episodes are an ongoing issue. It's not the revamps that caused it, at least at the low levels, though, as there had always been gaps in the mid-teens, at least back to when the game went free-to-play. The reorganization of the required minimum levels for these missions with Delta Rising just shifted the gaps around on the low level episodes, so you experience a gap right before the Devidian FE arc, and another right around Temporal Ambassador. The revamps did open up another gap after the revamped Romulan episodes, but before the Reman FE arc. I haven't brought up a new Starfleet character since the Cardassian revamp, but would bet that a new gap opened up there with that revamp, too. Thankfully, these gaps only happen for a Starfleet character playing only episodes to get xp, and they are the faction with the most other opportunities to get extra xp, Most systems that don't have a social area to beam down to, or serve as a destination for an episode, have a one-time patrol mission attached to them, so those are an easy source of xp.

    I would bet that your second character skipped the tutorial, and that's why you found a larger gap on it.
    This is an MMO, not a Star Trek episode simulator. That would make for a terrible game.

    Yeah, there should be enough to get at least to level 10 without replay.

    Don't skip the tutorials. They will get you to level 4 or 5, especially on the kdf side. Also, you can do patrols for extra xp.

    Once you hit 11, make sure to start using the Duty officer system as much as possible and you shouldn't hit any more gaps due to the extra XP you'll be getting.

    You can always do Sector Patrol missions to gain that extra XP. Just fly around to different systems' main planet and see if it gives you the option.

    Never had an XP gap myself with either faction, make sure you're running any dailies that come up.
