    Not to my knowledge... well at least not outside of very specific lock box ships at any rate. That said, if you are willing to spend 6.00 USD you can buy the Klingon Playable Species for the Federation. While that doesn't unlock the ships, it does let you access the species at the very least.

    Any way to get the klingon dyson ships into the federation then?

    like I said, not that I am aware of. The closest you can probably come is by completing one of the STF events on the KDF side that takes place on Earth Space Dock, but I am not sure which one that is, or if it is a ground or space STF...
