R&D pack promo on exchange?

Can you buy the R&D pack on the exchange that gives you lobi or a chance at the Elachi DN? I bought one, but it didn't give me what I was expecting. Perhaps I bought the wrong item (R&D mini pack for 2 million ec)

    Just typing in the words "Promotional - Research" into the search prompt and doing absolutely nothing else should bring the item up when you activate the search.
